As a making general system of national safety, the state of protected of man of society, states, determines the problems of ecological safety from unfavorable influence of environment, predefined natural and anthropogenic factors, extraordinarily high technogenic loading on territory of Ukraine. As an expert estimation of ecological risks the computer program of determination of indexes of chemical infection is offered on the basis of the developed mathematical model of distribution of poisonous matters in the ground layer of atmosphere.

Refusal of Ukraine of the nuclear weapon, reduction of Armed forces has brought not only economic and interna-tional bonuses, but a number of internal problems demanding the urgent decision. In particular, one of problems is con-nected with transfer of territories belonging to the Ministry of Defence of Ukraine in a national economy. The given territories have been polluted in the course of military activity and represent certain ecological danger to people. To solve this problem it is possible - carrying out of an ecological estimation of the given territories, with an obligatory estimation of ecological risks of the population

Reduction of the Armed Forces of Ukraine provides for the transfer of large areas owned by the Ministry of Defence to the national economy. Specific military activities so that the soil at these areas may be contaminated with various chemicals including petrochemicals and their derivatives. The concept of environmental risk assessment the daily activities of the troops that are related to soil pollution with oil products allows to estimate the impact on the environment under components (atmosphere, hydrosphere, soil) in accordance with existing methods and using the desirability function and determine the predictive value of risk changes in the surrounding natural environment for military installations.

The article discusses one of the issues related to the possible use of the territories that belonged to the time of independence the Ministry of Defence of Ukraine. In Kharkiv region there are a significant number of military facilities and landfills, which are in poor condition and are not just specific environmental hazard, but even criminal. Identified methodological approaches and offered examples of calculations for optimization possibilities the former military facilities located in the area Chuguyiv Kharkiv region.

In modern Ukraine there is a tendency of transfer of former military objects in economic use on the social request. Therefore an urgent need for environmental certification and comprehensive environmental assessment of these areas are in conformity with the standards of environmental quality and safety for the life and health population. Article is considered one of the issues associated with the possible use of territories that belonged since independence the Ministry of defence of Ukraine. Defined methodological approaches and offered exam-ples of calculations on the possibility of determination and optimization of territories of former military objects located in the Chuguev district, Kharkiv region.
