On the basis of analysis of legislative base of Ukraine, normative documents and front - rank experience of organization of fish industry at regional level Program of development of fish economy is analysed in the Kharkov area. Priority directions and her implementation phases are certain. The important element of analysis is quantitative expression of the expected results from embodiment of Program.
